Yavapai Silent Witness Catch-22 targets 13-15: Renee Blair, Shayne Takala, Richard Lee Bivens

Yavapai Silent Witness’ Catch-22 program continues, with Day 13 target Renee Blair.


Officials say Blair was arrested for shoplifting in Cottonwood in August 2022, and officers found fentanyl and methamphetamine on her person. She was convicted on drug charges, and has since failed to comply with the terms of her probation.


Blair has a prior address in the Prescott area, and has connections to Desert Hot Springs, California.



UPDATE: Takala was arrested by the Mesa Police Department on January 25th.



The Day 14 target is also wanted for probation violation.


Twenty-six-year-old Shayne Takala was arrested for Aggravated DUI in the Rimrock area in December 2022; and was released from prison last April.




The Day 15 target is 54-year-old Richard Lee Bivens.


Officials say Bivens served over 14 years in prison for Sexual Abuse of a Child and Attempted Molestation, after a 2007 conviction. A few months after his release he was arrested in Phoenix for Soliciting Prostitution; then while he was awaiting a court date, he removed his GPS tracker and disappeared.


Bivens has lived in Cottonwood, Camp Verde and the Phoenix area.
